Job Description
The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.
The Bureau of Water Supply seeks to hire a City Research Scientist III for a position with the Data Analysis and Reporting Group, Compliance and Assessment Section, Drinking Water Operations Directorate located in Kingston, New York. The Data Analysis and Reporting Group oversees and coordinates content for large regulatory compliance reports including: the watershed water quality report, the watershed summary and assessment report, the Filtration Avoidance Determination (FAD) annual report, the consumer confidence report, and others.
Under general direction, of the Section Chief of Data Analysis and Reporting, the City Research Scientist III will serve as Data Scientist and will be responsible for water quality data analyses to support monitoring in both the distribution and watershed regions. This level includes development of new data analysis procedures to be implemented by the section. Specific duties include:
• Assisting the directorate, bureau and agency in investigating and reporting on current and emerging issues in the areas of regulatory compliance, source water protection, treatment, water quality and water quality operations.
• Acting as liaison, as requested, for issues that need input from a technical water quality viewpoint, including other agency groups as well as external groups.
• Participating in administrative functions of the Data Analysis and Reporting work unit within Bureau of Water Supply.

Preferred Skills:
• Knowledge of Microsoft Office Suite including Excel, Word, Adobe and Access, and Power Point as well capabilities using data analytics and word processing software.
• Experience with SQL, R, Python, GIS and Laboratory Information Management System (LIMS).
• Querying and data analysis capabilities using advanced statistical techniques and software.
• Strong understanding of relational databases.
• Strong organizational, scientific, analytic and technical skills.
• Communication skills (written and oral), using department approved software and word processing.
• Interpersonal skills required for collaboration with others.
• Time management skills, ability to meet strict deadlines, organizational skills.
Minimum Qualifications
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization;
or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization;
or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
NOTE:
Probationary Period- Appointments to this position are subject to a minimum probationary period of one year.
