Job Description
The City of New Orleans is hiring a Curo Energy Policy Analyst responsible for evaluating legislation and developing policy recommendations related to renewable energy, smart cities initiatives, and energy efficiency. The role includes preparing reports, representing the Council at meetings, and researching regulatory policies. Candidates need a relevant Bachelor's or Master's degree and significant professional experience in public utilities or transportation.
Position: CURO ENERGY POLICY ANALYST (CLASS CODE 0296)
Highly responsible technical work responsible for evaluating proposed legislation and rules. This position will present to the City Council in forums, prepare and create written reports, prepare comments on proposed regulations, and develop policy recommendations.
Work will encompass the following:
• Develop policy regulations and regulations for increasing the amount of renewable energy resources.
• Develop policy recommendations and implementation strategies for projects related to the smart cities initiatives including cybersecurity, microgrids, green infrastructure, storm water management, electric vehicles, and asset mapping in the public-right of way.
• Develop policy recommendations and implementation protocols for energy efficiency projects including benchmarking energy usage for large commercial buildings and incentivizing off-peak energy usage.
• Represent the Council at meetings, conferences and on various committees as needed.
• Research utility and/or energy issues and regulatory policies.
• Propose policies and rules to address issues raised by institutional and technological changes in regulated industries (e.g., changes in Federal regulation, national codes and industry standards or increases in competition to provide regulated services).
• Prepare a variety of records, strategy papers and reports in order to integrate energy policy improvements for the City.
• Prepare formal recommendations through Public Meeting Memoranda or staff reports and presents these recommendations to the City Council and public meetings.
• Evaluate and initiate actions concerning legislative activities in order to produce a concise regulatory position.
• Represent the Council in matters of government-related policy by discussing the overall intent of programs or projects with administrators or planning groups, addressing rate-making issues and determining broad guidelines for studies.
Minimum Requirements:
• Either a Bachelor’s Degree in Economics, Political Science, Finance, Business Administration or other fields related to public utilities and transportation from an accredited college or university OR a Master’s Degree in any field.
• Five (5) years of progressively responsible professional experience including two (2) or more years in a field related to public utilities and/or transportation which must have included some lead responsibility over regulatory studies or programs.
OR
• A Bachelor’s Degree in any field from an accredited college or university.
• Seven (7) years of progressively responsible professional experience including three (3) or more years in a field related to public utilities and/or transportation which must have included some lead responsibility over regulatory studies or programs.
NOTE: Pay above the minimum for superior qualifications may be granted under Civil Service Commission Rule IV Sec. 2.7 based on a review of the applicant pool, candidate's verified experience, education, and/or possession of related certifications. This position requires a one-year probationary period.
