BACKGROUND:
In Asia and the Pacific, climate change impacts and weather-related shocks are increasing, exacerbating existing vulnerabilities and creating new ones, with a disproportionate effect impact on impoverished and marginalised communities. Climate and Disaster Risk Financing and Insurance (CDRFI) mechanisms have emerged as critical tools to ensure financial protection during shocks and promoting recovery. Their importance is evidenced by global initiatives such as the Global Shield and its Financing Facility which includes several pathfinder countries in RBB (Bangladesh, Cambodia, Fiji, Pakistan and the Philippines), and regional risk pools such as the Southeast Asia Disaster Risk Insurance Facility (SEADRIF) and the Pacific Catastrophe Risk Insurance Company (PCRIC).
The Philippines is highly susceptible to climate-induced disasters, such as typhoons, floods, and droughts, which disproportionately affect vulnerable populations. Climate-related hazards led to US$10-B losses from climate-related hazards, despite low-carbon emission for a 10-year period. Department of Finance (DOF) states this amount makes up 98.2 percent of the country’s total estimated losses and damages from 2010 to 2020 of around US$10.6 billion.
The country’s frequent extreme climate events underscored significant gaps in early warning systems, evacuation plans, and local government unit (LGU) capacities to manage large-scale disasters. The government, with support from multilateral development banks (such as the Asian Development Bank and the World Bank) and private financial institutions, has implemented various disaster risk finance mechanisms, such as: Philippine Catastrophe Bond, Climate Risk Insurance, Philippine Catastrophe Insurance Facility (PCIF), Anticipatory Action / Forecast based Finance.
The Philippines is one of the Pathfinder countries in the Global Shield against Climate Risks, an initiative aimed at supporting countries most vulnerable to climate change and the primary goal is to provide more and better pre-arranged finance against disasters. This initiative leverages various financial mechanisms, including social protection systems, disaster reserves in public budgets, loans from multilateral development banks, government bonds, and insurance against rare events. By utilizing these diverse tools, the Global Shield ensures that vulnerable people have the necessary financial support to withstand and recover from climate-related disasters. Moreover, the country is the host of the Loss and Damage Fund, which will be the interim trustee of the Fund, operationalize the financial intermediary fund, and host of the Fund’s secretariat.
The Department of Social Welfare and Development (DSWD) administers essential social protection programs, such as the Pantawid Pamilyang Pilipino Program (4Ps) and Walang Gutom initiatives, to alleviate poverty and address food insecurity. Building on the ongoing response to various typhoons in the second half of 2024, WFP mobilized resources to meet food and other basic needs and is working through DSWD to provide top-ups to priority 4Ps households in impacted areas. WFP and DSWD were able to rapidly assist 4Ps households through direct deposits to their bank accounts, showcasing a strong example of how prearranged mechanisms (SOPs, legislation/policy, financing) can support shock-affected households before and immediately after shocks occur.
Given the substantial losses from extreme events and the diverse interests of various sectors in exploring financing options, integrating a more strategic and risk-layered set of Climate and Disaster Risk Financing Instruments (CDRFI) presents an opportunity to tackle these challenges, and offers opportunities to enhance shock-responsive social protection measures.
To meaningfully engage in the sphere of disaster risk financing, including different types of insurance instruments, the Philippines Country Office proposes to undertake a rapid yet comprehensive landscape and stakeholder analysis of this sector.
ACCOUNTABILITIES/RESPONSIBILITIES:
Under the oversight of the Head of Emergency Preparedness and Response and in close collaboration with the Head of Programme
• Collect, organize, and validate quantitative and qualitative data relevant to CDRFI in the Philippines—including fiscal instruments, contingency financing, insurance schemes, regulatory matters, and anticipatory action triggers—drawing from government documents, WFP records, partner reports, and consultations.
• Conduct interviews, consultations, and focus discussions with key stakeholders in government, financial institutions, insurers, development partners, as well as with farmers and communities, to obtain primary data, clarify policy positions, and enrich CDRFI analysis and evidence generation.
• Analyse policy, institutional, financial, and operational data to assess gaps, bottlenecks, opportunities, and performance of CDRFI mechanisms—including catastrophe bonds, contingency funds, and social protection delivery channels.
• Prepare comprehensive analytical outputs such as landscape analyses, capacity assessments, research papers, and policy briefs—ensuring they are evidencebased, logically structured, and tailored to the national DRRM and CDRFI frameworks, social protection system, and public financial management context.
• Develop clear, actionable recommendations based on data analysis, covering risklayering strategies, financing options, anticipatory action mechanisms, and integration with government delivery systems, with attention to feasibility, cost, policy requirements, and delivery implications.
• Synthesize findings into decisionready policy documents by translating technical analysis into practical options for government counterparts, development partners, and WFP—highlighting tradeoffs, enabling conditions, coordination needs, and potential implementation pathways.
• Prepare supporting materials—including data visualizations, annexes, slide decks, and briefing notes—to communicate evidence, methodological choices, and policy options clearly for internal and external stakeholders.
• Coordinate quality assurance and iterative review processes with WFP country office, regional bureau, HQ technical experts, and government reviewers; incorporate comments; and finalize documents in line with WFP templates, standards, and publication requirements.
DURATION
The timeframe for this consultancy is between Feb to Sept or 15 working days per month for seven months, or a total of 105 days within the same timeframe.
MANAGEMENT
The consultancy will be supervised by the Head of Emergency Preparedness and Response. The consultant will need to coordinate with the WFP Programme Policy Officer (Disaster Risk Financing), other teams in the CO and the region.
QUALIFICATIONS & REQUIRED EXPERIENCE:
Education: Advanced University degree, or First University degree with additional years of experience and training/courses in one or more of the following disciplines: insurance, economics, climate, environmental studies, food security, development studies, emergency preparedness, or related area.
Experience: At least ten years post-graduate, progressively responsible work experience in disaster risk financing, insurance, climate risk management, social protection and/or emergency preparedness, of which at least three years should be around CDRFI.
Knowledge & Skills:
• Experience having worked on one or more CDRFI instruments and public finance instruments
• Knowledge of/experience in emergency preparedness and response
• Knowledge of social protection systems including how to make them shock responsive/adaptive, and working with related government agencies
• Excellent report writing and communication skills
• Previous experience working with WFP, or broad understanding of WFP’s mandate, considered an asset.
• Proven expertise in preparing high-quality analytical proposals and reviews, with ability to analyse quantitative and qualitative information to understand social protection needs and identify solutions.
• Ability to work in multidisciplinary teams, produce high-quality written outputs, and present information effectively in English.
Language:
Fluency (level C) in English.
