Job Description

UNICEF is seeking a Consultant (Child Protection) in Addis Ababa, Ethiopia, to analyze alternatives to detention for children in conflict with the law. The role involves producing a comprehensive report, collaborating with UNICEF and local authorities, and presenting findings at a national conference. The consultant will explore legal frameworks, operational issues, and the impact of reforms on the justice system. The position is for a five-week contract.

Duties and Responsibilities:
The consultant will produce an updated report and analysis of the existing body of knowledge concerning alternatives to detention for children in conflict with the law with reference to relevant international norms and recognized best practices on the subject. Findings of the research will serve as the basis for discussion and analysis during the conference.
The key focus for the research should be developing feasible approaches and strategies that will guide the creation of a strong and effective system on alternatives to detention for children in conflict with the law up on arrest, during pre-trial and trial as well as up on disposition.
The review is intended to be broad and include in scope:
- Applicable policy, legal framework, structure and practice;
- All aspects of alternatives to the deprivation of the liberty of children in conflict with the law; covering that up on arrest, pre-trial, during trial as well as after sentencing including diversion which refers to the handling of the case outside of the formal judicial process;
- Operational issues, such as how the best alternative with respect to a specific child is to be determined together with ensuring proper follow up and rehabilitation;
- The provision of different complimentary services to the children in an effective and systematic manner sustainably;
The review in addition will consider the impact of any reform in the area on the wider justice system and may consider linkages between the wider justice system and alternatives to detention for children in conflict with the law.
Methodology:
The consultant will work in close collaboration and consultation with UNICEF, Federal Supreme Court and Ministry of Justice. The research will be based on the available literature sources in the subject matter. In addition, interviews and other information gathering techniques deemed necessary shall be employed to collect pertinent information from relevant actors/ stakeholders including but not limited to representatives from government, the academia and civil society.

Expected Deliverable:
1. A detailed background document on Children’s access to legal aid in Ethiopia
2. Presentation of the final Report at the Child justice national conference
3. Prepare and submit final consultancy report to UNICEF, MOJ and Federal Supreme Court
