Job Description
The State of Louisiana is hiring a Conservation Enforcement Specialist for the Engineering-Regulatory Division in Monroe, LA. The role involves inspecting oil and gas operations to ensure compliance with regulations. Candidates should have relevant experience or a degree in a related field. The position allows for remote work from home, but travel to assigned parishes is required. A probationary period of 12 months applies.
Office of Conservation – Engineering-Regulatory/Monroe District The Engineering Regulatory Division is responsible for inspecting oil and gas wells and the associated facilities to ensure compliance with LAC 43:XIX.Subpart 1 (Statewide Order No. 29-B, the processing of Unit Termination applications (Statewide Order No. 29-L-3), and the approval of Unit Survey Plats.
Additionally, the Division is responsible for implementing and administering the Oilfield Site Restoration Program[LAC 43:XI.Subpart 2] as well as the Underwater Obstruction Removal Program [LAC 43:I.Subpart 2].
This position is located in the Engineering-Regulatory Division/Monroe District within the Office of Conservation in Monroe, LA and work out of the incumbent’s home.
Travel is required to assigned parishes.
The incumbent in this position performs highly responsible and advanced technical inspection work related to drilling, completion, production, and site restoration phases of oil and gas activity within the State of Louisiana.

Using Data: The ability to use relevant and valid data to inform a recommendation for action.Three years of experience in petroleum exploration, petroleum production, petroleum gas and/or anhydrous ammonia handling or distribution, natural resources regulation, natural resources enforcement, law enforcement, or investigatory work; OR
A bachelor’s degree in a biological science, physical science, natural science, geoscience, engineering, environmental science, mathematics, or nuclear science.

Job Duties:
• Performs onsite inspections of drilling operations, diverters, BOPs, accumulators, oil and gas wells, production and storage facilities, oilfield pits, and a general review of work permits, procedures, and safety programs to ensure compliance with Office of Conservation rules and regulations and applicable law.
• Ensures safety prevention equipment is properly installed and in working condition and tested according to regulations.
• Inspects oilfield production and storage facilities to ensure adequate containment structure/firewall is provided.
• Witnesses the plug and abandonment of oil and gas wells by operators ensuring procedure compliance for protection of the environment and the underground source of drinking water.
• Interfaces with field representatives of other federal and state agencies in investigations concerning improper discharge of non-hazardous oilfield waste and environmental damage, theft of oil and gas production equipment, theft of crude oil, etc.
• Performs all other duties as assigned.
Position-Specific Details:
Appointment Type: Probational. This position requires the selected applicant to serve a minimum probationary period of twelve (12) months. A current, permanent status state employee may be required to accept a probational appointment in lieu of promotion.
Career Progression: This position may be filled as a Conservation Enforcement Specialist 1, 2, or 3 depending on your
experience and education.
