DESCRIPTION OF WORK

In this position, your primary responsibility will be to motivate and direct Conservation District directors and personnel in the development and implementation of programs sanctioned by Act 217, which focus on the protection of soil and water resources. You will also ensure that Conservation Districts fulfill their obligations under both delegated and contracted programs, serving as the principal liaison between the Department, Conservation Districts, and the State Conservation Commission (SCC). Your role will encompass the creation, facilitation, and delivery of training for district staff and directors to improve the effectiveness of Conservation Districts, as well as working closely with DEP and SCC personnel to assist in program evaluations. You will function within the guidelines of established Department and Commission policies and procedures, while at times exercising independent judgment in decision-making and offering guidance on policy interpretation.

Work Schedule and Additional Information:
• Full-time employment
• Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
• Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days a week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Meadville. After successful completion of a 6 month probationary period the candidate may be eligible for full-time telework.
• This position requires attending several in-person evening meetings each month.
• This position requires regular travel of 4-5 days a week within the region and occasional travel to trainings state-wide.
• Salary:Selected candidates who are new to employment with the Commonwealth of Pennsylvania will begin employment at the starting annual salary of $50,836 (before taxes).

Required Experience, Training & Eligibility

QUALIFICATIONS

Minimum Experience and Training Requirements:
• One year as a Conservation District Field Representative 1; or
• One year of experience in the application of soil and water conservation practices and such training as may have been gained through a Bachelor's Degree with major course work in soil and water conservation or one of the related disciplines; or
• Any equivalent combination of experience and training.
