Job Description
Planate Management Group is hiring a Community Planner to support facility optimization for NAVFAC in Bahrain and the UAE. Responsibilities include conducting facility assessments, developing space optimization plans, and collaborating with stakeholders. Candidates should have a degree in Urban Planning or related fields, 5 years of experience, and relevant licensure. The position requires occasional travel and relocation to Bahrain.
Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with technical support centers in South East Asia and East Africa, that provide program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world.
We are seeking a skilled and experienced Community Planner to support the Naval Facilities Engineering Systems Command Europe, Africa, Central (NAVFAC EURAFCENT) in optimizing facility usage through space planning, facility optimization, and program support services for the Public Works Department-Bahrain (PWD-Bahrain) and related projects in Bahrain and the UAE by collaborating with multiple stakeholders, leveraging technical expertise, and providing impactful recommendations.
Responsibilities:
• Conduct on-site facility assessments and recommend relocations or adjustments to improve space utilization.
• Develop Basic Facility Requirements (BFR) and perform gap analyses to identify and address space needs.
• Create space optimization plans, including cost estimates and phased implementation strategies.
• Review and update the iNFADS facility database for accuracy.
• Analyze facility energy consumption and condition data to recommend upgrades, retention, or demolition plans.
• Prepare detailed reports, asset evaluations, and space utilization assessments to document findings.
• Collaborate with tenant commands, contractors, and Public Works teams to identify current and future facility requirements.
• Facilitate workshops, meetings, and progress reviews to develop tailored solutions aligned with organizational objectives.
• Update architectural floor plans using software such as CAD, GIS, or designated tools.
• Prepare space approval letters and supporting documentation for command endorsements.
• Support planning studies, DD Form 1391 development, and real estate leasing actions.
• Provide weekly project status updates and detailed monthly summary reports.
• Perform other responsibilities associated with this position as may be appropriate.
Qualifications:
• Bachelor’s degree in Urban Planning, Architecture, Engineering, or a related field.
• A minimum of 5 years of experience in facility planning, space optimization, or program support services.
• Professional licensure as a Registered Architect (RA), a Professional Engineer (PE), or as a Certified Planner (AICP).
• Active or interim Secret Clearance is required.
• Proficiency in tools such as CAD, GIS platforms, and data analysis software.
• Strong skills in communication, stakeholder management, and workshop facilitation.
• Demonstrated ability to work independently while maintaining collaboration with government and contractor teams.
• Willingness to travel occasionally to support projects in the UAE.
• Familiarity with NAVFAC systems, processes, and standards is preferred.
• Must be willing to relocate and work in Bahrain.
