Job Description
The City of Mississauga is seeking a Climate Change Policy Analyst for a 2-year position in Union, NJ. The role involves research, analysis, and project delivery related to climate change policies, including GHG emissions quantification and supporting the Climate Change Action Plan. Candidates should have a relevant degree and at least 3 years of experience in climate policy or science, with strong analytical and interpersonal skills.

Job Summary
The Climate Policy Analyst will employ advanced research, analysis, and project delivery skills to inform and improve organizational strategies, priorities and services as they relate to climate change. This position within the Environment section of the Parks, Forestry and Environment Division, will provide an exciting opportunity for a self-motivated, innovative, and team-focused individual to shape programming and services.
Duties and Responsibilities
Reporting to the Supervisor, Climate Policy, the Climate Policy Analyst participates as a member of the team developing and implementing major policy initiatives that cut across city portfolios and involve multi-sectoral collaborations with other City of Mississauga departments and divisions to reduce greenhouse gas emissions.
• Contributes to the development and implementation of policies and programs related to the City’s climate change priorities;
• Conduct greenhouse gas (GHG) emissions quantifications and provide technical analysis, validation, and quantification of energy and emissions projects and initiatives to support annual climate-related disclosures, carbon budgeting, GHG inventories and progress reporting;
• Update and maintain greenhouse gas emissions inventories for the corporation and the community, using best practices and globally accepted methodologies;
• Provide technical expertise and support for the City’s Climate Change Action Plan;
• Plan, research, develop, and coordinate the implementation of project deliverables;
• Analyze local, national, and international trends and indicators to inform Climate Policy initiatives and strategies;
• Key contributor in the development and implementation of strategic studies, projects, business cases and feasibility studies;
• Conducts research and analysis to support the development of special studies and reports on a wide range of climate issues.Skills and Qualifications
• Post-secondary degree from a recognized university or college in climate science or policy, engineering, or related field or combination of education and experience, with at least 3 years of relevant work experience;
• Demonstrated knowledge and hands on experience in GHG quantification (Scope 1, 2, and/or
3) using the GHG Protocol for Cities (GPC);
• Advanced understanding of the GHG Protocol for Cities (GPC), the Global Covenant of Mayors’ Common Reporting Framework (CDP), and financial climate-related disclosure frameworks (e.g. TCFD, IFRS S1 and S2);
• Understands general decarbonization levers and pathways and has experience estimating GHG emission reductions and co-benefits (e.g. cost, feasibility, technology readiness);
• Exceptional critical thinking and analytical skills, including the ability to synthesize complex and diverse sources of information, including large datasets, to generate impactful insights and provide strategic advice;
• Thorough understanding of climate change issues in a municipal context;
• Strong attention to detail and accuracy along with the ability to multi-task and work well with deadlines;
• Exceptional interpersonal skills to support internal and external clients; customer service oriented and team focused;
• Must demonstrate good judgement, problem-solving, innovative thinking, commitment to an inclusive work environment, political acuity, and diplomacy;
• Demonstrated and proven abilities to plan, manage and complete projects;
• Exceptional oral and written communication skills including presentation skills, report and grant writing skills with the ability to consult and liaise effectively with the public, elected officials, and outside agencies and stakeholders;
• Excellent and proven skills in communicating research insights through charts, tables, graphs, presentations, and written reports;
• Highly proficient in Microsoft Excel.
Hourly Rate/Salary: $43.19 - $57.59
