The Division of Environmental Health and Engineering (DEHE) Climate Initiatives Department is seeking a motivated and organized leader to manage the Center for Climate and Health (CCH). This position supports daily operations and drives the strategic growth and direction of the Center for Climate and Health. The Alaska Native Tribal Health Consortium is a non-profit Tribal health organization designed to meet the unique health needs of Alaska Native and American Indian people living in Alaska. Summary

Under limited direction, manages the overall performance of the Center for Climate and Health and provides a clear vision and leadership to the DEHE staff engaged in the Local Environmental Observer (LEO) Network and One Health activities. The CCH Manager is responsible for contributing to the overall success of the ANTHC Climate Initiatives Program by developing and implementing technical assistance services, projects, and programs to support Alaska communities to prepare for and respond to the health impacts of climate change.

Responsibilities

The manager of the Center for Climate and Health has primary responsibility for the operation and direction of the Center for Climate and Health at ANTHC.

O versees the operations and development of the LEO Network, which includes providing leadership to staff across DEHE, ANTHC, and Alaska Pacific University. Provides clear vision and direction of staff across DEHE, ANTHC, and Alaska Pacific University that are involved in One Health activities.

P rovides leadership, direction, guidance, mentoring and direct supervision to assigned staff. Develops goals and priorities and assigns tasks and projects. Develops staff skills and training plans. Counsels, trains and coaches staff assigned to climate and health projects. Conducts performance evaluations and implements corrective actions for employees under direct supervision. Meets regularly with staff to discuss and resolve workload and technical issues. Effectively addresses personnel issues in order to promote a productive and healthy work environment.

R esponsible for program development, including developing priorities, initiatives, budgets, and implementation strategies, identifying and securing funding for the program and projects in collaboration with ANTHC’s Grants Planning and Development Department, and monitoring program and project performance.

L eads the development of project scopes and objectives. Develops detailed work plans, which include clear milestones and assignment of project task responsibilities and schedules. Publishes and maintains status reports, communication plans, and risk plans as consistent with ANTHC standards.

M aintains a strong network of organizational partnerships across Alaska and positions ANTHC as a leading climate and health organization in Alaska. Clearly communicates to internal and external stakeholders the specific projects and services the Center delivers and the benefits of those services.

C ollaborates with local, State, Federal, and Tribal program partners to develop an understanding of the issues associated with climate and health threats.

I dentifies barriers to climate and health adaptation and supports communication efforts to State, Federal, and Tribal decision-makers to address barriers.

L eads and contributes to reports, assessments, public comments, and communications for local, State, Federal, and Tribal policy- and decision-makers to achieve the equitable delivery of resources and services for rural Alaska communities facing climate and health threats.

S upports the preparation of peer-reviewed publications for the Center for Climate and Health. Serves as primary and/or co-author on publications.

E nsures scientific accuracy, timeliness and appropriateness of climate and health education materials.

L eads staff in serving as a resource for technical information and responding to requests to identify, advise and direct regional health organizations, IHS and other agencies on climate and health issues.

A ssures effective communications with executive management. Makes professional presentations to internal leadership and peers, external stakeholders, and public audiences on a regular basis.

Knowledge, Skills, Abilities

Knowledge of Alaska Native cultures and the Alaska Tribal Health System (ATHS).

Knowledge of the One Health field and climate and health topics most relevant to rural Alaska communities.

Knowledge of databases and monitoring networks related to climate and health issues.

Knowledge of grant application, grant management, and contract management.

Knowledge of effective management and leadership practices.

Knowledge of budget preparation and analysis techniques.

Knowledge of applicable federal, state and local laws, codes and regulations.

Knowledge and familiarity with Alaska’s key climate and health stakeholders including:

T ribes and municipal governments

R egional tribal health organizations

F unding agencies (CDC, EPA, etc.)

A cademic institutions (UAA, UAF, APU, etc.)

Skill in analyzing climate change and human health issues and preparing recommendations based on findings.

Skill in reading and evaluating technical information and scientific studies and communicating information to various stakeholders.

Skill in developing and implementing strategic plans, goals, and procedures for cost effective management of allocated resources.

Skill in effectively managing and leading staff, and delegating tasks and authority.

MINIMUM EDUCATION QUALIFICATION

B achelor’s degree in Public Health, Environmental Health, One Health, or related field from an accredited college program. Progressively responsible professional work experience may be substituted on a year-for-year basis for college education.

mInimum Experience Qualification

Non-supervisory: Ten (10) years of experience working in public health or a closely related field. An equivalent combination of relevant education and/or training may be substituted for experience.

T O INCLUDE

Supervisory: Five years (5) of experience in a management position supervising professional and other employees in an integrated work team.

PREFERRED EDUCATION QUALIFICATION

M aster’s degree in Public Health, Environmental Health, One Health, or related field from an accredited college program.

Preferred Experience Qualification

E xperience working in remote Alaska communities, with specific knowledge of climate and health issues in these areas.

E xperience in public speaking, educating stakeholders on climate change and health, and effective community outreach.

P roven ability to develop successful funding proposals.

D emonstrated knowledge of contract management including solicitation, contract monitoring, and closeouts.
