The City of Falls Church is seeking a full-time Project Manager to assist in the management of capital improvement program (CIP) projects related to all facets of infrastructure, complex facility capital project scoping, construction, sustainable design and operations. The ideal candidate should have experience in one or more of the following: mechanical, electrical, structural, plumbing, fire protection, low volage, security infrastructure, energy auditing, renewable energy, occupied space renovations, commissioning, new construction, and infrastructure projects. This position will report to the Principal Project Manager.

The City of Falls Church, Virginia, located less than seven miles from the heart of Washington D.C., is a unique and historic city. Responsibilities:

Planning and Programmatic Functions
• Supports the Senior or Principal Project Manager on the City’s Capital Improvement Program (CIP) projects.
• Assists with the management and prioritization of the City’s infrastructure and facilities.
• Aids in the development and management of projects and programmatic budgets and schedules.
• Identifies opportunities for implementation of sustainable and/or energy efficient products, equipment, materials, and processes to be used in design, construction and operations of City buildings and infrastructure.

Project Management
• Manages capital projects from start to finish. (Design & Construction)
• Coordinates and collaborates with DPW staff as well as other departmental staff, utility companies, engineers, architects, designers, subcontractors, and others as needed to ensure satisfactory completion of projects.
• Assists in the advancement of construction projects through permitting and inspection processes.
• Helps with oversight and preparation of design drawings, technical specifications, and construction cost estimates of projects.
• Acts as liaison between consultants, vendors, architects, engineers, suppliers and inspectors for specific CIP projects.
• Conducts field inspections at projects and solves problems arising during construction phase.
• Provides site supervision to 3rd party consultants, subcontractors, contractors, and other project team members.
• Conducts reviews of project costs such as cost estimates, budget tracking, change orders, purchase orders and invoices.
• Assists with review of project schedule and monitors project timeline to ensure project is performing on time.
• Participates in project owner meetings with project team members.
• Leads project closeout procedures by conducting punch list walks and ensuring outstanding items are addressed in a timely manner.

Energy and Sustainability
• Identifies opportunities for implementation of green and/or sustainable initiatives to be included in project scopes.
• Assists with tracking energy usage and billings at various facilities throughout the city.
• Assists consultants, internal staff, and services providers with energy modeling and energy audits for various facilities throughout the city.

· Utilizes energy data gathered to help make informed decisions for project scopes, schedules and budgets.

· Assists with collecting data and generating reports/presentations to share with internal and external stakeholders.

Minimum Qualifications:
• Bachelor’s in engineering, construction management, architecture, sustainability, business or a related field.
• Two to six years of related experience, internship/co-op experience will be considered.
• Any equivalent combination of training and experience may be considered.
• Excellent written and verbal communication skills.
• Experienced with Microsoft Excel, Word, PowerPoint, Project, Bluebeam and Adobe.
• Ability to read and interpret construction plans and specifications.
• Ability to interpret utility bills, energy modeling and data.
• Ability to manage multiple tasks simultaneously.
• Prior experience with General Contractor, Engineering Firm, Owner Rep, Developer, Consultant or related field.
• Schedule and financial flexibility to sustain anticipated variations in weekly work requirements/obligations.
• Demonstrates good judgment regarding allocation of limited resources (time & money).

Preferred Qualifications:
• Engineer in Training (EIT), Professional Engineer (PE), Certified Construction Manager (CCM), Project Manager Professional (PMP), LEED GA, LEED AP, Certified Energy Manager (CEM) and/or any other related area is a plus.
• Prior experience managing mixed use development projects is a plus.
• Prior experience managing infrastructure and heavy civil project is a plus.

Physical Requirement

Must be capable of lifting 25 lbs.

Hours: Monday – Friday: 40 Hours Per Week subject to the maximum of 2080 hours annually. Remote working hours may be available occasionally upon supervisor’s approval.

Salary & Benefits: $72,947.00 – $98.478.00 annually, depending on qualifications.
