Bloom Energy is seeking a California Government Affairs & Policy Leader based in Sacramento, CA. This fully on-site role involves leading the California policy team, advocating for clean energy policies, and managing legislative strategies. The ideal candidate should have experience with California's energy sector and work closely with executives and policymakers. Responsibilities include engaging with state agencies and overseeing advocacy efforts in California's clean energy landscape.

We are looking for a California Government Affairs and Policy Leader to join our team in one of today’s most exciting technologies. This role will report to Head of Government Affairs and Policy and based in Sacramento, CA and will require occasional travel. This is a fully on-site, in office role.

Role and Responsibilities:
• This position will have responsibility for leading the Bloom Energy California policy team both internally and externally. You will be at the cutting edge of clean energy policy, working in the nation's largest clean energy market. You will be responsible for energy thought leadership and advocating for policy frameworks that advance the energy transition by addressing both the causes and the consequences of climate change and air pollution. You will work in tandem with the Company’s regulatory and marketing teams to develop and manage legislative strategy, regulatory policy and advocacy strategy in California, stay on top of relevant state agency developments, and support Bloom’s legislative and regulatory advocacy activities in California.
• The ideal candidate will have experience working directly with or for the state legislature, the governor’s office, the California Public Utilities Commission (CPUC), the California Independent System Operator (CAISO), major California electric utilities, the California Air Resources Board and the California Energy Commission.
• Experience should include deep knowledge and experience in the California electricity sector, including work with or for the California ISO, California investor-owned utilities, distributed electricity generators, Community Choice Aggregators, and municipal utilities. We are seeking a strong communicator.
• This person will work regularly with executives, senior management and policy makers. Must be well organized, self-directed and proficient in energy policy matters.
• The candidate will also be a great teammate who effectively leads and supervises hardworking and talented team members in transparent and collegial coordination with stakeholders from other departments within the Company. The candidate must be ready to thrive in an entrepreneurial environment within a dynamic and ever-changing industry.
• Lead Bloom’s advocacy for CA, including work before the CPUC, CARB, CEC, Governor’s office and legislature. This will include direct engagement with commissioners and staff, collaborating with our trade associations, and leading our outside counsel/consultants on policy matters.
• Develop and maintain an understanding of the policy and regulatory landscape.
• Monitor, analyze possible impacts and respond to California state regulatory and policies and proceedings, particularly related to energy, grid services, interconnection, planning and rate design.
• Develop and lead proactive legislative and regulatory strategies to build new market opportunities.
• Partner with internal departments to see opportunities, determine business impacts of legislative and regulatory proposals and build and drive positive policy outcomes.
• Identify and respond to legislative and executive branch policy changes that represent opportunities or risks to Bloom.
• Master existing regulations that impact Bloom, and represent Bloom as a legislative and regulatory expert in meetings with regulators, agency officials, legislators, utilities, other companies, trade associations and NGOs.
• Build and maintain a robust network of contacts, supporters, and industry colleagues to advance policy.

Skills and Experience:

• Advanced degree in economics, policy or law preferred
• At least 12 years work experience with the state legislature with strong preference toward California energy policy.
• Proven experience working for/with the state legislature, governor’s office, the CPUC or other state regulatory commissions
• Experience with California agencies, utilities, and entities (e.g., California Energy Commission, California ISO, muni utilities, CCAs, investor owned utilities)
• The ability to work within and cultivate a seamless multi-disciplinary team environment
• Excellent verbal, written and personal communication skills, including the ability to communicate complicated and technical policy points effectively
• Demonstrated analytical ability, particularly relating to financial impacts of regulation and policy
• Ability to rapidly digest, synthesize and summarize technical information
• Commitment to ensuring inclusive and equitable outcomes in all that we do, both internally and externally
• Ability to work quickly and efficiently, to manage time and multiple deadlines
• Successfully work with a broad range of partners and the ability to collaborate effectively on cross-functional teams
• Ability to thrive in an evolving and dynamic environment
• Passion for driving clean energy policy

Salary Ranges:$228,000.00 - $328,000.00
