Job Description

The State of California is seeking a Sustainability Advisor to lead initiatives on Vehicle-Miles Traveled reduction and greenhouse gas mitigation. This role involves collaboration with various state agencies and requires occasional in-person attendance in Sacramento. The position supports telework, with the amount determined by departmental needs, but commuting to the headquarters is necessary for urgent operational requirements. Business travel may also be needed.
This position may be eligible for telework. The amount of telework is at the discretion of the Department and based on Caltrans's evolving telework policy. Caltrans supports telework, recognizing that in-person attendance may be required based on operational needs. Employees are expected to be able to report to their worksites with minimum notification if an urgent need arises. The selected candidate will be required to commute to the headquartered location as needed to meet operational needs. Business travel may be required and reimbursement considers an employee's designated headquartered location, primary residence, and may be subject to CalHR regulations or applicable bargaining unit contract provisions. All commute expenses to the headquartered location will be the responsibility of the selected candidate.

Under the general direction of the Deputy Director for Sustainability, the incumbent serves as Sustainability Advisor with responsibility for establishing, directing, and accelerating initiatives relating to subject areas including, but not limited to: Vehicle-Miles Traveled (VMT) reduction, greenhouse gas mitigation, and performance measurement related to sustainability outcomes. The incumbent will coordinate closely with the California State Transportation Agency (CalSTA), the California Air Resource Board, as well as Caltrans divisions and districts. An important focus of the incumbent's work will be to continue to develop and evolve Department policy around Senate Bill (SB) 743 and VMT reduction, particularly around the use of demand models in impact and mitigation assessment, and for related purposes.

Knowledge and Abilities
Applicants must demonstrate the ability to perform high administrative and policy - influencing functions effectively. Such overall ability requires possession of most of the following more specific knowledge and abilities:

CEA Level A - Responsible for broad administrative and program activities, including the execution and/or evaluation of program policies.

CEA Level B - Responsible for extensive managerial and program administration or broad program manager experience with substantial participation in the formulation, operation, and/or evaluation of program policies.

CEA Level C - Responsible for extensive highly professional influence and contributes to program, policy, and the methods to provide professional services needed to set policies, to meet the mission of the State department and often exercising technical and or professional skills that are required at this level.

Examination Information

The examination will consist of an evaluation of the Statement of Qualifications (SOQ). All interested applicants must submit a Statement of Qualifications (SOQ) using the provided PM-0503 SOQ Form with their State Application. This will be the only tool used to determine your eligibility and ranking for this examination. The SOQ will be evaluated based on the quality of examples provided with each question, as well as the overall length of time candidates indicate related to each question response. Candidates who fail to submit an SOQ on the PM-0503 SOQ Form will be eliminated from the examination.

A passing score of 70% or higher must be obtained to establish eligibility. Hiring interviews will be conducted with the most qualified candidates. All candidates will receive written notification of their examination results. The result of this examination will be used only to fill the position of CEA A, Sustainability Advisor with Caltrans. Applications will be retained for twelve months.
