The City and County of San Francisco is hiring an Assistant Engineer for the Green Stormwater Infrastructure Project within the Wastewater Enterprise. The role involves supporting the Stormwater Management Program, reviewing and approving stormwater management plans, and ensuring compliance with local regulations. Ideal candidates should have a Civil Engineering background with stormwater management experience and strong communication skills. This position is based in San Francisco, CA.
Project: Green Stormwater Infrastructure Project Review
The San Francisco Public Utilities Commission (SFPUC) is seeking a 5203 Assistant Engineer, Green Stormwater Infrastructure position to support the high-performing Stormwater Management Program within the Wastewater Enterprise, Urban Watershed Planning Division.
The Assistant Engineer will work under direction of the Stormwater Program Manager and will work in close collaboration with the Project Review Team to implement the San Francisco Stormwater Management Ordinance (Ordinance). The position will provide technical outreach to the development community, coordinate Ordinance implementation with project teams, and be responsible for the review and approval of stormwater management plans for large and complex redevelopment areas and infill projects within the City and County of San Francisco. City-wide stormwater management projects span the full range of private and public land portfolio types, including: parcel development such as commercial and industrial, market rate and affordable housing; redevelopment areas and districts; parks and open space; and public street ROW. The position will ensure that stormwater management controls (a.k.a. stormwater BMPs, Green Stormwater Infrastructure, etc.) are designed and built to local requirements and guidelines. This position will serve as a technical expert on stormwater management design, program policies and processes, and other duties as assigned.
The ideal candidate will have a strong Civil Engineering background with experience in general land development, a deep understanding of stormwater management, and a passion for pushing for the advancement of Green Stormwater Infrastructure (GSI) in an urban environment. Common stormwater management tools include bioretention, permeable paving, vegetated roofs, and rainwater harvesting. You will be self-motivated with strong written and verbal communication skills, possess a desire to learn and work on complex and unique projects, be interested in learning and improving program policy and processes, and enjoy being part of a multidisciplinary collaborative team.
Essential Functions:
• Support Program Manager to assist and/or independently coordinate the review and approval of a portfolio of City-wide redevelopment areas while working to ensure that SFPUC’s regulatory and policy positions are rigorously applied.
• Actively communicate with City-Family partners, Developers, and Project Teams regarding local MS4 permit, Ordinance requirements, and program processes.
• Actively coordinate the planning and implementation of Ordinance requirements into San Francisco’s parcel and large redevelopment areas.
• Conduct review of Developer documents, development agreements, infrastructure plans, stormwater master plans, stormwater management modeling, operation and maintenance agreements, and related submittals.
• Conduct Project Review for public and private parcel development projects within target review schedule. Assure stormwater management reports and project design documents are designed to local compliance, including: stormwater approach and design analyses, calculations review, internal collaboration, providing clear and concise written formal comments, and ongoing project team communication.
• Provide stormwater management and green infrastructure related technical outreach and support regarding the design, construction, operation, and maintenance. Coordinate with Project Review Team, SFPUC Enterprises, City-Family partners, and Development Teams.
• Provide regulatory and technical assistance to Development Teams to ensure appropriate compliance with the Ordinance, most current requirements of the MS4 permit, policy, guidelines, and applicable standards.
• Identify and actively participate in ongoing program improvements, solve design problems, perform as needed policy analysis, propose and implement process improvements to improve green infrastructure project design and delivery.
• Possess working knowledge of various industry-standard hydrologic calculation methods: SWMM, continuous-time models, and Santa Barbara Unit Hydrograph (basis of local BMP Sizing Calculators).
• As needed, identify and resolve routine BMP Sizing Calculator improvements and updates.
• Coordinate with other division work groups conducting post-construction inspection, stormwater grants, and infrastructure acceptance.
• Actively coordinate with Program Manager to assist in making planning and design level stormwater management infrastructure determinations.
• Ability to support Program Manager at redevelopment project meetings with staff from City development authorities, Public Works, Mayor’s Office, and other city agencies to coordinate approach to land development, including design requirements, project phasing, construction sequencing, and asset acceptance and operation.

Position Location: 525 Golden Gate 11th Floor – partial remote until further notice
Position Working Schedule: M-F 8:30 am – 5:00 pm
