About the position
The Assistant Division Chief (Environmental Manager II) is responsible for ensuring compliance with the National Environmental Policy Act (NEPA) and Maryland Environmental Policy Act (MEPA) for all State Highway Administration (SHA) projects. This role involves supervising and training environmental and engineering teams, coordinating with regulatory agencies, and developing innovative solutions to mitigate environmental impacts. The position also includes overseeing contract managers and ensuring quality assurance within the division.
Responsibilities
• Ensure compliance with NEPA and MEPA for SHA projects.

• Guide, direct, supervise, and train environmental and engineering team leaders and staff.

• Coordinate work assignments within the NEPA Compliance Section.

• Identify and assess environmental resources for projects.
,
• Develop innovative engineering and design solutions to minimize resource impacts.

• Conduct environmental studies and documentation for highway projects.
,
• Set standards and provide quality assurance within the section.

• Review and resolve personnel conflicts within the section.
,
• Assist in developing guidelines, procedures, and performance measures.

• Supervise contract managers and review invoices prior to approval.
Requirements
• Bachelor's degree in natural sciences, environmental science, civil engineering, or related fields.

• Nine years of experience in environmental analysis or management, including two years of supervisory experience.
,
• Four and a half years of experience in NEPA/MEPA compliance and associated laws and regulations.

• Proficient in Microsoft Office Suite.

• Excellent verbal and written communication skills.

• Ability to establish and maintain effective working relationships.

• Knowledge of federal, state, and local environmental laws and regulations.
