Job Description
The Ministry of Sustainability and the Environment in Singapore is hiring an Assistant Director/Senior Executive for Water Supply Sustainability. The role involves developing water policies, advising on regulatory frameworks, and assessing flood risk management. Candidates should have a background in public policy or sustainability, strong communication skills, and the ability to work collaboratively. This position is focused on shaping national strategies for sustainable water management.
Position: ASSISTANT DIRECTOR / SENIOR EXECUTIVE (WATER SUPPLY SUSTAINABILITY)

The Water and Food Policy Division (WFPD) works closely with PUB, Singapore’s national water agency and Singapore Food Agency to formulate, review and implement a broad range of policies and strategies to ensure the supply of water and safe food for 2015, the Water Resource Institute (WRI) ranked Singapore as one of the most water-stressed countries in the world and predicted Singapore to be one of the eight countries in the world most vulnerable to disruptions in water supply by 2040.
Yet, through rigorous and innovative policy making, Singapore has transformed this challenge into a global success story in sustainable water management. As we face more complex risks from climate change, we are writing the next chapter of the Singapore Water Story—advancing resilience, sustainability, and innovation in water supply policy.
What you will be working on:
You will play a key role in shaping national water supply and drainage policy in partnership with PUB and other agencies. Your responsibilities will include:
• Developing forward-looking water policies to steer national strategies and support long-term water sustainability and climate resilience.
• Contributing to the strategic planning and governance of water infrastructure by advising on policy directions for PUB’s Water Master Plan
• Reviewing and updating regulatory frameworks to ensure PUB’s statutory responsibilities in water supply and drainage are well-supported by policy
• Assessing flood risk management and drainage planning in the context of evolving climate and urban development pressures
You will also have the opportunity to contribute to Whole-of-Government and Whole-of-Nation initiatives related to sustainable development as part of the Ministry of Sustainability and the Environment.
What we are looking for:
We are seeking candidates with a strong background in public policy, strategic planning, or regulatory development, ideally with experience in infrastructure, environment, or sustainability domains. You should be:
• Skilled in synthesising complex issues and applying systems thinking to connect environmental, social, and economic dimensions of policy
• A strong communicator—both in writing and speaking—with the ability to influence through logic, clarity, and insight
• Adept in policy analysis, including interpreting technical or economic data to support recommendations
• Comfortable working independently and collaboratively, including across multiple stakeholders and agencies
• Passionate about public service and open to learning, with a growth mindset and commitment to delivering impactful work
