What the role is:

Mission
Climate change poses an existential threat to Singapore, a low-lying, tropical island state. In the coming decades, our country will face rising sea levels, increasing urban heat, extreme weather events and threats to our food supply, biodiversity and population health. In response to this challenge, the Government launched the Singapore Green Plan 2030, a whole-of-nation movement to advance Singapore’s national agenda on sustainable development.

It charts ambitious and concrete targets, positioning us to achieve our long-term goal of net zero emissions by 2050, and to remain resilient against the impacts of climate change.

About MSE-ECPD
Climate action is a priority for MSE, and is driven by the Energy & Climate Policy Division (ECPD). ECPD oversees issues relating to climate science, climate adaptation and climate mitigation. You will join a dynamic team to work on issues such as coastal protection and radiation protection that contributes to the strategic objectives of building up Singapore’s climate resilience at a time where work and interest in climate policy is accelerating.

You will have the opportunity to work on issues which are technically complex, require long-term resourcing and detailed planning, need to consider other priorities such as land use and biodiversity preservation, and balance various perspectives from various segments of the public.

What you will be working on:

Your key responsibilities include:
• Formulating and analysing policies relating to coastal protection or urban heat mitigation, including broad strategy, legislation and regulations, funding mechanisms, capability building and public engagement strategies;
• Providing support to inter-agency committees overseeing Singapore’s climate resilience and nuclear safety efforts to coordinate efforts within Government;
• Developing public communications and engagement strategies as part of obtaining public buy-in for policy implementation;
• Coordinating efforts with the Meteorological Service Singapore and Centre for Climate Research Singapore to formulate and review strategies and programmes that contribute to building climate science and meteorological capabilities in Singapore;
• Fostering domestic and international collaborations on policy and capability building of climate science with stakeholders such as government agencies, industries, research institutions and institutes of higher learning;
• Analysing policies, legislation and regulations relating to radiation protection and nuclear safety, so as to evaluate and inform policy design and programme implementation;
• Contributing to MSE’s and the government’s broader priorities in sustainability and climate change.

What we are looking for:

We are looking for candidates who:
• Have keen interest in climate change policies, and have the passion for technical issues such as coastal engineering, nuclear safety and climate science;
• Are able to work both independently and within a team, and can actively maintain strong working relationships across agency boundaries;
• Possess good interpersonal, organisational and communication skills, and are able to consider the needs of internal and external stakeholders;
• Are able to see the strategic big picture and synthesise information from different sources and viewpoints and make sound decisions;
• Have strong analytical and problem-solving skills, and with the ability to navigate ambiguity.Candidates who have had prior experience in a policy context (at least 3-5 years) or public communications (at least 1-2 years) are preferred, although this is not absolutely necessary.
