The City of Albuquerque is seeking an Air Quality Regulation Development Coordinator to oversee air quality planning, develop regulations, and conduct outreach. The role requires a Bachelor’s degree in a relevant field and five years of experience, including two years in a supervisory position. Position Summary

Perform a variety of duties involved in the development and implementation of short and long-range air quality planning efforts, including regulations, designations, and special projects in the field of municipal air quality planning; serve as primary technical writer of plans, regulations, and reports; develop and refine strategies for achieving environmental health standards; conduct research as needed; coordinate internal committees; conduct outreach and oversee all phases of promulgation of rules; support the Control Strategies Section of the Air Quality Program and the Albuquerque/Bernalillo County Air Quality Control Board (AQCB); and provide other technical assistance as needed relative to assigned area of responsibility.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelor's degree from an accredited college or university in natural or environmental science, public health administration, planning or law; and

Five (5) years experience in any of the combination of the following fields:
• environmental science
• public health administration
• planning
• law
• environmental legislation
• environmental policy development
• air quality program administration; and
To include two (2) years supervisory experience

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Driver's License, or the ability to obtain by date of hire.
Possession of a City Operator's Permit (COP) within 6 months from date of hire.
Preferred Knowledge
• Federal Clean Air Act, State of New Mexico Air Quality Control Act, and Albuquerque/Bernalillo County Air Quality Control Board (AQCB) Regulations
• Air quality control technologies and scientific principles
• Principles and practices of public speaking
• Principles of supervision, training and performance evaluation
• Basic principles of mathematics and science
• Advanced English grammar, spelling and punctuation
• Environmental health studies, analysis, data interpretation and conclusions
• Microsoft Office and a variety of other computer programs including data bases, spread sheets and Adobe portable document formatting
• Federal laws and the Federal Register publications

Preferred Skills & Abilities
• Coordinate a group of peers to effectively address factors necessary to develop draft Air Quality regulations that protect public health and meet the needs of the Air Program, the regulated community, and the US EPA
• Develop and track long range plans and regulatory procedures
• Recommend changes to existing environmental health policies when provided with appropriate background information
• Evaluate proposed air quality issues and determine which guidelines, procedures, laws and regulations apply
• Apply Clean Air Act regulations, Albuquerque/Bernalillo County Air Quality Control Board Regulations, policies, guidance and/or best professional judgment to determine appropriate courses of action
• Find and use relevant documents, information, and guidance for drafting air quality regulations
• Develop and recommend strategies, policies, or guidelines pertaining to the administration of the Albuquerque - Bernalillo County Air Quality Control Board
• Oversee, direct and coordinate the work of lower level staff
• Select, supervise, train and evaluate staff
• Establish and maintain effective working relationships with those contacted in the course of work
• Work independently in the absence of supervision
• Understand and follow oral and written instructions
• Communicate clearly and concisely in person and in writing
• Organize and track complex information to maintain accurate records and files
• Plan, organize and prioritize work activities to meet schedules and deadlines
