Job Description
The State of Missouri is hiring an Environmental Program Assistant/Analyst in Rolla, MO, to improve groundwater and air quality related to the oil and gas industry. Responsibilities include conducting inspections, data collection, compliance assistance, and reporting. The role requires knowledge of environmental science, adaptability, and strong communication skills. The position is office-based with a typical schedule of Monday to Friday, 8 a.m. to 5 p.m.

This position will be located at 111 Fairgrounds Road, Rolla, MO 65401. Typical schedule is Monday-Friday 8 a.m. to 5 p.m.
As an Environmental Program Assistant/Analyst for the Oil and Gas Unit, you will be working with oil and gas industry officials along with other state and federal agencies to improve Missouri’s groundwater and air quality. You will help develop and implement the Revive Economic Growth and Reclaim Orphaned Wells Act (REGROW) of 2021 for Missouri. In addition, you will perform office and field inspections, data collection, data analysis, data interpretation and technical/scientific reporting and writing to support oil and gas permitting and exploration operations. You will support the core values of the Geological Survey Program which include Technical Competency, Service, Professionalism, Ingenuity, and Cooperation as well as the mission and values of the Division.
• Schedule and conduct oil and gas inspections and investigations at facilities and non-commercial sites in Missouri.
• Prepare reports that is timely and accurate and conduct follow-up investigations for compliance.
• Provide compliance and technical assistance to the regulated community, and general assistance to the public on oil and gas requirements both in the office and onsite.
• Ensure consistent application of the requirements and processes of the Oil and Gas Production law and implementing regulations.
• Interpret and implement Missouri’s rules and policies.
• Coordinate with internal and external partners including state and federal agencies, private oil and gas producers, contractors and landowners.
• Conduct inspections and witness mechanical integrity testing of oil and gas producers and landowners.
• Use ArcGIS Pro and Microsoft Office Suite software to manage multiple databases and applications.
• Respond to inquiries.
• Perform other work as assigned.
To be successful in this position, a candidate will need the following skills:
• Environmental Science: Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.
• Adaptability: Adjusts planned work by gathering relevant information and applying critical thinking to address multiple demands and competing priorities in a changing environment
• Analytical Thinking/Problem Solving: Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.
• Oral and Written Communication: Communication Expresses information (for example, ideas or facts) to individuals or groups effectively, consider the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Equivalent to those typically gained by:
• Bachelor’s degree in biology / law or closely related field and have completed, at a minimum, 0-4 years of experience with oil and gas well drilling and production technologies. (Additional education or experience may substitute for the required education and experience.)
Special Qualifications:
• Excellent interpersonal and communication skills, including written communication.
• Experience with ArcGIS Pro and Microsoft Office Suite.
• Experience managing data and database maintenance.
• Ability to work independently and prioritize tasks.
• Valid driver’s license.
• Ability to travel frequently including overnight.
