Project STOP (www.stopoceanplastics.com) is an initiative to accelerate waste management system improvements in South East Asia starting in Indonesia, co-developed by Borealis and SYSTEMIQ. The project aims to make a scalable front-line contribution to marine plastic debris prevention and ocean health. The first city partnership was launched in May 2018 in Muncar, Banyuwangi, East Java, followed by two additional cities in 2019. The initiative is further scaled up to a regency level in Banyuwangi in 2021, which is officially launched as STOP Banyuwangi or locally known as Banyuwangi Hijau.

**Banyuwangi Hijau:** The Banyuwangi Hijau program (BWH) is delivered in close collaboration with the government, with a goal to deliver a circular city-scale waste collection service to Banyuwangi residents. As a comprehensive program, BWH has three workstreams, namely:

1. **Governance Policy (GOV):** Facilitates the government of Banyuwangi covering aspects of governance and policy.
2. **Behavior Change Communication (BCC):** Stimulates waste management behavior change at household and community levels.
3. **Waste Operations (WO):** Facilitates infrastructure preparation and operation.

The GOV workstream aims to ensure the design of the program is in line with local government planning and strategic targets. They have reviewed existing policies and strategy at the regency level to understand the current regulatory gaps that must be addressed to ensure optimum empowerment towards the regency government, village government, and local communities.

Position

**Title:** Governance Policy (GOV) Officer **Location:** Banyuwangi, Indonesia **Reporting to:** GOV Workstream Lead

Responsibilities:

• Develop planning and analysis for GOV activities
• Deliver planned activities under GOV lead supervision
• Maintain and develop mutual relationships between program management, government officials, and local communities
• Communicate technical follow-up of policy and planning to stakeholders
• Handle relationships between program implementer and related agencies to address potential issues early on
• Develop policies and technical briefs related to government regulation
• Carry out administrative tasks associated with this work such as reporting on activities and expenses
• Undertake other duties as directed by the GOV lead

Requirements:

• Must be fluent in both Bahasa and English
• At least 5-7 years of related professional experience
• Proven experience in facilitating policy development at village and regency levels
• Proven experience in designing and implementing a government-owned institutional arrangement such as UPTD and POKJA
• Proven writing experience in both languages
