Urban Development FI Specialist

NTU International A/S is seeking an Urban Development FI Specialist for a project in Ravenna, CA, focusing on EU funding instruments for the 2028+ programming period. Candidates should have a Master's degree, over 10 years of experience with JESSICA-type urban financial instruments, and expertise in PPP and ESCO models. The position starts on December 1, 2025, and lasts for 15 months. Full-time commitment is required.
NTU International A/S is leading a consortium for the preparation of proposal for the EIB project: ESF+ ERDF EU wide market assessment studies for the 2028+ Programming Period and is searching for non-key experts to support the core team during the implementation of this project.

The overall objective of the project is building on the long-standing cooperation between the EC and EIB, and the vast experience accumulated in the context of fi-compass on the implementation of FIs, the present assignment aims at providing support to the 27 EU MS and relevant MAs in the justification and design of FIs to be financed by EU funding instruments under shared management in the 2028+ programming period.

Start date: 1 December 2025.

Urban Development FI Specialist

Requirements:
• Education at least Master’s Degree level or higher,
• ≥ 10 years’ experience with JESSICA-type urban FIs.
• PPP and ESCO model expertise.
• Urban and municipal investment finance experience.
• Very good command of English and Italian.
