About the position

The Federal Energy Program Manager position within the Office of Energy in Baton Rouge, LA, is a senior-level role responsible for managing energy programs funded through federal grants. This position is situated in the Technology Assessment Division, which serves as the technical and analytical arm of the Office of Energy. The division plays a crucial role in promoting the efficient use and management of energy in Louisiana, aiming to maximize the state's energy potential by exploring various energy sources and reducing energy consumption through education and demonstrations of energy-efficient technologies. The incumbent will assist the Statewide Program Manager 2 in overseeing multiple grants and programs related to energy initiatives. This role requires a diverse skill set, as the manager will serve as an in-house expert and technical advisor on alternative energy technologies and methods to improve energy efficiency. Responsibilities include ensuring proper allocation and expenditure of funds, compliance with funding source requirements, and monitoring contractor performance. The manager will also develop and implement policies and procedures to ensure program compliance with applicable laws and may represent the agency in various meetings with industry, nonprofit organizations, and government officials. Additionally, the Federal Energy Program Manager will manage program execution as outlined in the State Energy Plan submitted to the U.S. Department of Energy (USDOE), ensuring that quarterly reports are submitted timely. The role involves writing requests for proposals (RFPs) for new energy efficiency projects and developing policies related to grant and contract administration. This position is essential for the successful implementation of energy conservation and management programs in the state, contributing to the overall goal of enhancing energy efficiency and sustainability in Louisiana.

Responsibilities
• Serve as in-house expert and technical advisor on alternative energy technologies and methods to improve energy efficiency.

• Provide direction and review of funds to ensure proper allocation and expenditure of funds, alignment with budget, and compliance with funding source requirements; monitor performance of contractors and grantees.

• Develop and implement policies and procedures to ensure program/project compliance with applicable laws.
,
• Represent the agency on boards, coalitions, associations, and panels in meetings with private industry, nonprofit organizations, and governmental officials in matters relative to energy.

• Serve as liaison on all projects and/or programs funded from the State Energy program.
,
• Manage program execution over the projects identified in the State Energy Plan submitted to the USDOE.

• Ensure quarterly reports are submitted to the USDOE.

• Write requests for proposals (RFPs) for new Energy Efficiency projects to receive funding from the Department's Revolving Loan Fund and other grant funded programs.

• Develop department and consortium-wide policies and procedures related to grant and contract administration in response to national and system-wide concerns.

Requirements
• A baccalaureate degree in physical science, biological science, environmental science, engineering, geology, accounting, finance, business administration, computer science, economics, or industrial technology.

• Four years of professional level experience in natural resources management, contracts management, grants management, finance, administrative services, economics, computer science, or environmental science.

• Experience and/or knowledge managing federal grants is preferred.
