Position Summary & Responsibilities

Position Summary:

The position (K0229894) Supervises the Capacity Development, Operator Certification, and Enforcement programs for the Public Water Section.Also responsible for oversight of coordination with the six KDHE districts concerning consumer complaints, sanitary survey inspections, and boil water advisories.Includes primary oversight of AWOP program.Ensures program staff complete annual reports for submission to EPA. Ensures enforcement reports are delivered to EPA each quarter.Informs Section Chief of issues that arise related to programs under the position's direct supervision.Reviews data and information from programmatic areas for correctness and accuracy.

Job Responsibilities may include but are not limited to the following:

Supervises development and ongoing implementation of enforcement program efforts directed at returning public water supply systems to compliance with federal drinking water regulations.Coordinate with federal and state personnel to assure state enforcement program is consistent with federal requirements. Participates in the development of new regulations, policies, standards, and guidelines applicable to public water supply programs.Regulations are needed to maintain primacy for drinking water program.Assists with analyzing federal requirements for impact on Kansas.

Supervises ongoing development and maintenance of the Public Water Supply Data Collector and associated database for collection and analysis of public water supply data related to Capacity Development Program, State Revolving Loan Fund, asset management implementation, Safe Drinking Water Act (SDWA) rule implementation, and technical assistance tracking.Oversees data analysis to track program progress, identify areas of need, SDWA rule compliance, preparation of annual program reports and the Triennial Report to the Governor.

Qualifications
• Education:
• Bachelor’s degree in environmental resource management, hydrology, geology, chemistry, biology, public administration
• Licensing & Certification:
• Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
• Minimum Qualifications:
• Bachelor's degree in environmental science with an emphasis on biology, chemistry, geology or a related natural science.Bachelor’s degree in public administration or related degree may be substituted if work experience is in a natural resource or drinking water industry capacity.
• Word, Excel, PowerPoint, Access
• Preferred Qualifications:
• Proofreading, editing, attention to detail
• Knowledge of drinking water regulations & water supply operations
• Knowledge of statistical methods applied to the analysis of environmental data
• Ability to interpret and apply federal and state environmental laws, regulations, and guidance
• Good oral and written communication skills
• Knowledge of public water supply treatment and distribution systems
• 5 years of professional experience in the study or resolution of environmental problems
• 2 years of supervisory experience
