Ph.D.-level Energy Sector Researcher
to support our work under a new
framework contract with DG ENER (Directorate-General for Energy, European Commission) .
Position Summary We are looking for an experienced researcher with a strong academic and analytical background in energy policy, economics, or engineering to contribute to assignments supporting the
development, evaluation, and implementation of EU energy policies and legislation and
interested to work on studies under the Directorate-General for Energy of the European Commission. The successful candidate will provide socio-economic and technical expertise (including legal where relevant) across various topics within the EU’s energy transition, internal market functioning, and sustainability objectives.
This is a
part-time, consultancy-based role , ideal for a research-driven expert seeking to apply academic insights within a practical EU policy context.
Key Responsibilities Conduct high-level research and analysis on EU energy policy, regulation, and market dynamics. Support policy evaluations, impact assessments, and evidence-based studies for DG ENER. Contribute to the preparation of analytical and technical reports and presentations. Engage in data collection, stakeholder consultations, and synthesis of findings. Collaborate with NTU’s project managers and multidisciplinary expert teams. Ensure high-quality outputs consistent with DG ENER standards and EU policy objectives.
Areas of Work Assignments may include, but are not limited to, the following topics: Internal Energy Market:
Electricity, gas, and hydrogen markets; retail markets; consumer rights; sectoral regulation. Energy Governance:
Governance Regulation and implementation frameworks. Economic Analysis:
Energy prices, subsidies, competitiveness, and fiscal impacts. Renewables and Efficiency:
Energy efficiency, renewable energy legislation, and related policies. New Technologies:
Electric vehicles, batteries, alternative fuels, and energy storage regulation. Security and Safety:
Energy security, safety standards, and supply chain resilience. Sustainability and Innovation:
Clean technologies, interoperability, and environmental protection. External Relations:
Investment, production, transit, interconnection, and cooperation with third countries. Legal and Regulatory:
Competition, state aid, international energy law, and contract analysis. Green Transition:
EU Green Deal, Clean Industrial Plan, and Affordable Energy initiatives. Infrastructure and Financing:
Planning, permitting, and financing of energy infrastructure (electricity, hydrogen, CO₂). Nuclear Energy:
Regulation, safety, waste management, Euratom Treaty compliance, and nuclear market analysis.
Qualifications and Skills Ongoing or completed Ph.D. in Energy Policy, Economics, Engineering, Environmental Science, Law, or related disciplines. Proven research experience in EU energy or climate policy, regulation, or market analysis. Strong analytical and writing skills, with attention to detail and clarity. Experience with policy evaluations, impact assessments, or legislative studies is a strong asset. Familiarity with EU institutions, legislation, and the Green Deal framework. Ability to work independently and meet multiple deadlines within a consulting environment. Excellent command of
English (C1 or higher) ; knowledge of
French or another EU language
is an asset.
