Job Description

The Town of Carrboro is seeking a Sustainability and Energy Program Manager to oversee environmental initiatives, including climate action plans, energy efficiency, and transportation electrification. Responsibilities include program design, community outreach, technical assistance, and coordination with internal departments. The role requires analytical skills and the ability to prepare reports for various stakeholders. The position involves both sedentary and light physical work and is based in Carrboro, NC.
General Definition and Conditions of Work

Performs difficult professional and intermediate administrative work investigating, reviewing and evaluating local environmental conditions and characteristics; does related work as required. Work is performed under the general supervision of the Chief Sustainability Officer.

Physical Requirements

This is a combination of sedentary work and light physical work requiring the exertion of up to 20 pounds of force occasionally to lift and/or move objects; work requires reaching, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operation of machines, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.

Essential Functions
• Assists with the implementation of the Town’s Climate Action Plans
• Community Energy Efficiency and Beneficial Electrification Initiatives – Serve on and support the Town’s energy efficiency and beneficial electrification initiatives to design programs, initiatives, and outreach tools to support adoption of energy efficiency, weatherization and beneficial electrification for residents and businesses and at city operations.
• Community Renewable Energy Initiatives– Co-lead and support existing and new community energy programs. Includes working with existing team members and the public to design, implement, and support programs that increase the amount of renewable energy within the community and region, such as Solarize, and developing a Commercial Solar Program.
• Transportation Electrification – Support the Town’s efforts to electrify transportation systems. Includes leading the Town’s work to coordinate placement of EV charging infrastructure throughout the community and at municipal facilities, including project management, electrical analysis, site designs, planning, permitting, providing technical support for grant applications, and other required actions.
• Technical Assistance – Advise grant submissions to support the Town’s climate action initiatives; give guidance to the Town’s Capital Improvements Plan projects relevant to energy and transportation emissions; perform audits and quality control on work completed by consultants and contractors
• Coordinate with internal Town departments to further operationalize and institutionalize sustainable management practices and policies across Town operations, with an emphasis on race and equity and robust data collection and analysis
• Update performance metrics for annual, quarterly, and by request updates and reporting, such as greenhouse gas inventories, building energy use, renewable energy generation, EV charging usage, fleet fossil fuel use, and cost savings
• Perform research, planning, and technical analyses for complex projects; develop data sets that measure progress of existing programs and help identify new sustainability strategies. Prepare reports for presentation to advisory boards, elected officials, other governmental agencies and the general public. Advise on potential opportunities for existing and new policies, programs, and projects.
• Develop and coordinate communicationsand assist with Town-led outreach events.
• Provide staff support to advisory boards; prepares agendas and minutes; updates website.
• May represent the Town in local and regional efforts, including supporting community events and public engagement activitiesand stakeholder meetings.
• May potentially oversee interns or train permanent and temporary employees.
• Performs related tasks as required.
