Introduction
The Division of Fish & Wildlife conserves and manages Delaware's fish and wildlife and their habitats, and provides fishing, hunting, wildlife viewing and boating access on nearly 65,000 acres of public land.

Summary Statement
This position will oversee the Division's Habitat Conservation and Management Program which develops and implements habitat management, restoration and recreational user access on 19 state wildlife areas totaling over 65,000 acres as well the maintenance of 34 tidal and 32 non-tidal fishing access areas. Additional responsibilities include assisting with the Division's land acquisition program. Position will supervise 3 Fish and Wildlife Regional Managers and 1-3 habitat management and restoration leads. A significant portion of the position involves recommending and drafting wildlife areas rules, preparing technical reports and writing, budgeting and managing grants. The incumbent will also be required to assist with the collection of biological data including habitat and species surveys.
Selective Requirement
Selective Requirements must be met in addition to the job requirements. Applicants who do not possess the selective requirement will not be qualified.
Three years' experience in wildlife research or wildlife habitat management.
Preferred Qualification
Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met. Master's degree in wildlife biology or a closely related field.
Essential Functions

Plans, coordinates and oversees program implementation.
Provides technical direction and oversight for subordinates.
Recommends and drafts laws, rules and regulations applicable to assigned program areas.
Drafts grant applications and budget proposals; may participate in other specialized fiscal activities.
Manages staff personnel matters such as training, performance evaluation, hiring interviews, and making hiring recommendations.
Plans, coordinates and conducts meetings and workshops with other agencies and the private sector.
Job Requirements
JOB REQUIREMENTS for Environmental Program Manager II Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Possession of a Bachelors degree or higher in Biology, Chemistry, Geology, Physics, Engineering, Environmental Science or related field.
Six months experience in environmental/natural resources program administration which includes overseeing and directing the development, implementation and evaluation of environmental/natural resource programs and services; establishes program objectives; plan short and long range program goals; develop and implement program policies and procedures and ensures compliance and funding requirements. Provides advice to other agency organizational units through consultation.
Three years experience in analyzing and evaluating data.
Three years experience in interpreting environmental laws, rules, regulations, standards, policies and procedures.
Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
